Open borders dressed up as Christianity is a misuse of the text. Acts 17 says God made the nations and marked out the boundaries of their lands. Romans 13 states government exists to PUNISH evil, not to negotiate with it. If illegal entry is a crime, the people holding the sword are supposed to treat it like one.
